Job Profile:
Under the direct supervision of the Deputy health program manager, the Sexual & Reproductive Health Officer
will be responsible to oversee the delivery of quality healthcare services at RI supported Health Facilities and RI’s
partners. In coordination with other departments, he/she will provide technical support to the medical staff at RI
supported health facilities through supportive supervision, appropriate skilled staffing, staff capacity development,
and monitoring staff adherence to established standards of service care and ensure compliance with health
service standards will be critical to the success of RI-supported and R’s partner health facilities. Your role requires
a balance of independent decision-making and teamwork to address complex healthcare challenges effectively.

Skills, knowledge and expertise required for the role.
Essential criteria
• A Gynecologist, post graduate, trainings in Reproductive Health.
• Demonstrated high capacity in performing Normal deliveries, IUD insertion, managing Maternal and
Newborn Emergency complications wisely and effectively, and the ability to train and guide the RH
services providers on that.
• Must have at least 2 years professional and competent experience in working in obstetrics in hospitals
or EMOnC centers.
• Must have at least 1 years experience working in humanitarian or development contexts, previous
emergency response, conflict/post-conflict experience preferred.
• Demonstrated capacity to provide hands on technical support to health providers, experience setting
up and managing trainings strongly preferred.
• Demonstrated capacity to analyze and interpret data and to track performance against program
indicators.
• Positive and professional attitude, able to organize, maintain composure and prioritize work under
pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain
attention to detail.
• Must have the ability to work effectively with various personalities and departments.
• Ability to lead, train, supervise and facilitate.
• Ability to work as a member of a team is essential.
• Ability to communicate in local language and Very good in English, written and speak.
• Must be skilled in Microsoft Office
• Must be able to travel to field sites.
• Effective communication skills.
• Post-graduate qualification in public health is desired/added advantage.
• Strong knowledge of public health principles and medical protocols.
• Experience working with NGOs in humanitarian or developmental context
• Ethical and reliable with strong interpersonal skills.
Desirable criteria
• Postgraduate degree or specialization in public health, healthcare management, or a related field.
• Experience in managing health programs in emergency or low-resource settings.
• Experience in organizing and conducting training programs for healthcare staff.
Sensitivity to and understanding of cultural differences and the impact on healthcare delivery.
Responsibilities
Key Responsibilities:
Planning and Implementation
• Under the supervision of the Deputy health program manager and Health Program manager ,the RH Officer
will manage all aspects of the Reproductive Health activities including pre and postnatal care for mothers,
Care of the Newborn, provision of family planning counseling and methods, Health Education to mothers,
women , girls and families of Primary Health Care facilities , EMOnC services , including supervision and
capacity-building of service providers, developing RH implementation and monitoring plan and adapt
program to changing context as needed.
• Conduct regular site visits for monitoring and supervision to ensure quality of services, accurate data
collection and verify consumption rates of pharmaceuticals and supplies /consumables.
• Training and ensuring the service providers using the RH related data recording and reporting tools, and
supporting and assisting RH manager in the planning and conducting RH trainings.
• Support in conducting on –the –job trainings for the midwives and RH services providers in BeMOC centers
and in PHC facilities.
• Work closely with Community Health Workers (CHWs) ensuring referrals and follow up are made for RH
related services from communities to health facilities.
• Training CHWs on community aspects of RH including child spacing, family methods and utilization of
services, prevention of sexually transmitted infections, maternal care during pregnancy and after delivery,
with support from RH Manager, and Health Coordinator.
• Work with the Monitoring Officer in design of data collection forms, compilation of RH data and complete
RH portion of health program reports.
• Regularly analyze data in conjunction with Health Program manager, IMO, Health and Health Advisor in
order to track reproductive health trends, needs and developing appropriate responses.
• Ensure that all RH related activities, indicators and objectives are successfully met within the project
timeframe and budget.
• Coordinate internally and externally to ensure integrated implementation of Reproductive health services
as GBV, /CMR, maternal and child feeding with other sectors like Women Protection & Empowerment,
general protection, Livelihoods etc.
• Ensure appropriate treatment of beneficiaries in general, and mainly those requiring clinical RH care
services within RI health program and ensure that the system for referral of cases is developed and
functioning efficiently and with optimal results. Depending on the clinical protocols and guidelines and
with the support from RH manager.
• Support in recruiting new midwives or RH staff if needed.
• Provide direction and advice regarding expansion of Reproductive health services to other areas including
overseeing existing and establishment of new BEmOC centers in supported health facilities.
• Participate in needs assessment for Reproductive Health programming.
• Perform other duties and tasks as delegated and assigned by supervisor.
Staff management and Capacity development
• Actively participate in the recruitment process of RH staff at the supported HFs
• Assess regularly capacity needs of the medical staff and align training plans to meet the identified needs
• Participate in capacity building planning and implementation for the organization's local partners as
needed.
• Organize and conduct training for HF medical staff offered by according to the training planner/tracker
using internal or external sources
Collaboration and Coordination
• Coordinate with the pharmacist officer to periodically review drug consumption reports provided by the
dispensers and analyzing drug consumption against consultations and morbidities.
• Attend weekly health program meetings led by the health team to share updates and challenges.
• Participate in biweekly and ad hoc medical meetings conducted in the health department led by Deputy/
health program manager and share activity updates, challenges and develop context-based solutions to
address gaps
• Coordinate with MEAL team to respond to CFMR tracker comments and provide updates on follow up action
points developed to address the gaps.
• Work closely with the protection team in the facility to ensure program integration and mainstreaming
including inter-sector referrals.
• Coordinate closely with the WASH team to ensure best practices within the facility, including IPC and waste
management.
• Coordinate closely with the Medical Officers and Program officers to ensure that all needed support,
running costs, and documentation are in place and provided regularly.
• Use a structured MoM template to conduct monthly HF staff meetings, focusing on prescription audit
findings, HF supervision findings, and HF data on services offered.
• Represent RI in different technical working group forums, including HWG and RMNCH TWG as assigned by
the department head.
• Attend technical trainings provided by external (NGO/partners) or internal sources.
• In collaboration with the medical officers and health program officers, to provide the needed (medical and
non-medical) BoQs for the health facilities as required.
Documentation and reporting
• Review and analyze health facility reports, support the compiling of timely project reports, and submit all
requested reports regularly as needed.
• Participate in monthly HF data review meetings and share the findings with the IMO and Deputy health
program manager.
• Conduct monthly prescription audits using beneficiary prescription forms of RH department and upload the
findings to the KOBO system, and provide quarterly analysis and reports to line supervisor
